Try major discount retailers and even department stores. Often you can find kitchen supplies on sale or even just at lower discount prices. Kitchen supply stores, or stores specifically for housewares are also a good place to find inexpensive kitchen supplies, especially if you watch for sales and check the clearance shelves.
Another excellent resource for inexpensive kitchen supplies is local "dollar" stores. Even ones where everything is $1.00, simply because some things needn't be super-high-quality or overly expensive. Measuring cups, measuring spoons, serving trays, unique glass-ware and plates can all be found in dollar stores.
Last, but not least, check your local classified ads. When people relocate or buy newer items, they will often sell older items in good condition for a fraction of the price originally paid. If you are looking for certain brands, styles, etc- this can be a good option. Don't be afraid to buy "used." The right kitchen supplies can last a lifetime.

If you've got a kitchen to outfit, look around and keep your options open. Even if you have a set "theme" to your kitchen, you CAN find coordinating kitchen supplies that are fairly inexpensive. Buy more expensive "large" items such as appliances, dish sets, etc- then use inexpensive coordinating items to finish off your kitchen supplies.
